Instructions
1Preheat oven to 375°F. Spray a standard muffin pan with cooking spray.
2In a large bowl, stir together flour, wheat germ, cranberries, baking powder, baking soda, cinnamon, salt and nutmeg. Use your hand to make a hole in the center of the mixture.
3In a small bowl, whisk together brown sugar, oil, orange rind, juice and eggs. Pour into the hole you created, stir to combine.
4Fill muffin cups evenly with batter, top evenly with sugar. Bake 17 minutes, or until spongey. Cool on wire racks and serve.
